As far as the general construction laws for DHA Lahore go, you have to acquire a completion certificate for your house where you put up your property for thorough inspection.
It could be the same for DHA Valley as well but I am not sure. It's a long process and can take months. Once you get this completion certificate, you are free to do whatever you please with your property - add a room or two if you like.
