@Naeem, if you read carefully, the advertisement says that "those who are holding open file can get their files transferred before 6th Dec 2014 "WITHOUT INSTALLMENT".
The sentence clearly shows that it is addressed to beloved Real Estate Dealers who are holding files to sell on premium without investing more money for installments but so far have failed to sell those files to genuine buyers.
If this advertisement was for Genuine Buyers than it had to be like this: "those who are holding open files and have not paid installments, should transfer it on their names and clear their outstandings before 6th Dec 2014 otherwise their booking will be cancelled.
Additionally, if CSG is really serious to uplift this project than they must stop file TRANSFERS business at-least at this stage and give deadline to all investors to pay outstanding installments immediately or else face cancellation.
