ABOUT SCHEME 33 KARACHI
Scheme 33, more commonly known as Gulzar-e-Hijri, is a huge area that stretches all the way from Al Asif Square to New Sabzi Mandi on Northern Bypass. The southern edge of this scheme runs along University Road and touches Gulistan-e-Jauhar while the other the northern edge is near Gulshan-e-Maymar.
Scheme 33 was under the dual control of the Board of Revenue and Karachi Development Authority. In 1971, the cost of land, allotment policies and other terms and conditions were set by the Board of Revenue (BOR). According to a news report in DAWN, “The planning and development work was assigned to Karachi Development Authority (KDA) and the land was allotted to 137 cooperative housing societies from 1973 onwards. The BOR had allotted 4,707 acres of land to 137 societies out of an initial total area of 26,026 acres, of which 1,400 acres was earmarked as corridor area while 4889 acres as a green-belt.”
After the project remained pending for nearly 33 years until the authority was fully transferred to the City District Government of Karachi (CDGK) in 2004. Now, it has more than 293 housing societies within Scheme 33.
An objective view of Karachi’s expansion over the last 10 years reveals that much of the development happened in this scheme or its outskirts. While the area towards the south west has been developed for 20 years now, the recent projects are mainly located towards northern and eastern and edges.
