In the first phase of the project, 4000 apartments will be built. In total, around 35,000 units will be constructed.<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><strong>UPDATE (March 18, 2021)<em>:<\/em><\/strong><em>&nbsp;Prime Minister Imran Khan launched the Phase-1 of Naya Pakistan Housing Program (NPHP) today in the capital city. The premier approved the distribution of around 1500 brand-new apartments and houses for labourers. Along with the inauguration ceremony of Phase-1 of the NPHP, the groundbreaking ceremony of its second phase will also take place. <\/em><\/p>\n\n\n\n<p><em>As per the latest updates, the residential complex for the labour class in NPHP consists of more than 1,000 flats and 500 houses. Located on Japan Road, Islamabad, it spans 2560 Kanal and has an estimated construction cost of PKR 5.08 billion.<\/em><\/p>\n\n\n\n<p><em>Another balloting process for the labour class is in the works. Around 3,000 laborers and workers have successfully submitted their applications to be a part of the upcoming ballot.<\/em><\/p>\n\n\n\n<p>\u201c<em>No country in the world can allot houses to the poor,\u201d said PM Khan while addressing the inauguration ceremony. \u201cOur effort will make it easier for people to afford houses.\u201d He explained that labourers were already paying rent so now that rent will be used to pay off bank loans for their houses. He did not give the amount labourers will be required to pay.<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><strong>UPDATE (Feb 24, 2021):<\/strong><em> In yet another development for the Naya Pakistan Housing Scheme (NPHS), Lahore Development Authority (LDA) Director General Ahmed Aziz Tarar constituted a separate directorate to expedite the delivery of 4,000 residential units under NPHS in LDA City. Titled \u201cDirectorate of Housing XII,\u201d the newly-established body will perform tasks, such as managing sales and marketing, under the administrative control of the Additional Director General (Urban Planning).<\/em><\/p>\n\n\n\n<p><em>The news came on the heels of another update regarding the Naya Pakistan Housing Program. The first phase of opening of the tenders for the construction of 4,000 apartments under LDA City&#8217;s Naya Pakistan Apartments project was completed on Feb. 20. Under package four of Phase-1, around six contractor companies reportedly filed their bids for the construction of 256 apartments. It was further reported that, in each case, four tenders were opened for the construction of two blocks. In total, 32 apartments will be constructed in every block.<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><strong>UPDATE (Feb. 3, 2021)<\/strong>: Prime Minister Imran Khan is set to inaugurate the construction of 4000 apartments under Naya Pakistan Housing Project (NPHP) in Lahore this month, according to Punjab Minister for Housing Mian Mehmood-ur-Rashid.<\/p>\n\n\n\n<p>During a visit at the site of LDA City, Lahore, the minister added LDA\u2019s governing body had approved funds worth Rs. 20 billion for the construction of roads and other infrastructural developments such as water supply and sewerage system and pavements on 8,500 kanals of land. The area is the earmarked site for 35,000 apartments in the Halloki area of LDA City.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><strong>Update (Dec 04, 2020):<\/strong> The Lahore Development Authority, more commonly referred to as LDA, has approved the construction of 4,000 residential units under Phase 1 of LDA City Naya Pakistan Apartments Project, according to reports published in the leading newspapers. The project will reportedly cost about PKR 10 billion.<\/p>\n\n\n\n<p>The LDA has decided to construct as many as 125 blocks of four-story apartments on 563 kanal of land in Mouza Haloki within a year. Each block of the project will comprise 32 residential units. Moreover, several mosques will also be constructed as part of the project under the Prime Minister\u2019s Naya Pakistan Housing Programme.<\/p>\n\n\n\n<p>During the recent meeting, the LDA officials also decided on the construction of roads, sidewalks, water supply and sewerage system, water treatment plants and other infrastructure on the 8,500 kanal of land reserved for the construction of 35,000 apartments. The PC-1 amounting to PKR 20 billion was also approved for this project.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><strong>Update (July 14, 2020): <\/strong>The Chairperson of the Naya Pakistan Housing Scheme Project, Lt. Gen. Anwar Ali Hyder informed that a lucky draw would be conducted for 1.6 million loan applications. He also confirmed that those investors who can not reveal their sources of income can also invest in NPHP until December 31. The government also announces 5% and 7% mortgage on 5 and 10 marla houses in the scheme.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><strong>Update (Apr 7, 2020):<\/strong> Due to the coronavirus outbreak in Pakistan, incentives have been given to the construction industry to boost the country&#8217;s economy. A major incentive was given to lure investors to start construction of houses in the Naya Pakistan Housing Scheme project. Those working in the construction industry will be exempted from 90% of the property tax, if they build houses for the Naya Pakistan Housing Scheme. <\/p>\n\n\n\n<p>Moreover, the PM offered a PKR 30 billion subsidy for NPHP.  The CEO of <a href=\"https:\/\/www.zameen.com\/area-guides\/rawalpindi\/chakri-road\/blue-world-city-11768\/\" target=\"_blank\" rel=\"noreferrer noopener\">Blue World City<\/a> Saad Nazeer has offered 50,000 apartments and 5,000 built-up houses for Naya Pakistan Housing Programme, free of cost. <\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><strong>Update (2nd March, 2020)<\/strong>: The first housing project of Naya Pakistan Housing Project would be inaugurated in April, 2020. Construction of houses would begin by April at Jalozai Housing Scheme in Nowshera. Moreover, allottees of plots would be given possession letters by April this year.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"imran-khan-inaugurates\">Imran Khan Inaugurates 20,000 Housing Units <\/h2>\n\n\n\n<p><em>Update (Mar 12, 2020): Prime Minister Imran Khan has inaugurated seven housing projects worth PKR 100 billion under NPHP. 20,000 housing units will be constructed under it. These affordable houses will be built in major cities of Pakistan: Islamabad, Lahore, Rawalpindi and Quetta.<\/em><\/p>\n\n\n\n<p><em>The houses are being constructed for low income groups and salaried people in Islamabad, Rawalpindi, Lahore, and Quetta. Six out of these seven housing projects belong to the Federal Government Employees Housing Authority (FGEHA) and the remaining one belongs to the Pakistan Housing Authority Foundation (PHAF).<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><em>Update (15th January, 2020): PM Imran Khan has delisted five properties from privatisation out of the 32 state-owned public properties. Out of the five properties, three have been handed over to Naya Pakistan Housing Authority (NPHA) to carry out the construction of low-cost housing units. The said properties are: Mohanwali property worth PKR 4.5 billion, PIPRI Karachi worth PKR 500 million and Hawksbay Road Karachi worth PKR 700 million. According to the privatisation ministry officials, NPHA can construct around 7,000 apartments on the Mohanwali public property land.<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><em>Update (6th December 2019):<\/em> <em>Prime Minister Imran Khan has reportedly directed the Federal Board of Revenue to remove sales tax and fixed tax from construction work that will be executed under the Naya Pakistan Housing Scheme. Special Assistant to Prime Minister on Information Firdous Ashiq Awan announced the decision while talking to the media on Dec. 5. Awan added the measure, which is under consideration in Punjab, Khyber-Pakhtunkhwa and Balochistan, is aimed toward promoting the country\u2019s housing and construction sector. PM Khan also asked provincial officials to report him on unused public land that can be used for his flagship low-cost housing program. <\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><em>Update (27th November, 2019): The Punjab Housing and Town Planning Agency (PHATA) has released the payment plan for residential plots being offered under the third phase of NPHP in Rawalpindi. The form is available on the official PHATA website and can be submitted at the designated branches of the Bank of Punjab before the due date. Moreover, as per the form, the estimated total price for these residential plots may vary. Also, it does not include Sui gas utility charges.<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><em>Update (19th November 2019): As per the latest news, the deadline to register for Naya Pakistan Housing Programme has been extended till the 15th of December. The second phase of registration began on July 15 for a period of three months. Later, the government extended the due date to the 15th of November. However, owing to the increasing popularity of the programme, the deadline to register for this low-cost housing scheme has now been further pushed to the mid of December.<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><em>Update (October 24, 2019): In a recent update, the distribution of houses under the Naya Pakistan Housing Program in Renala Khurd, Okara has been revealed. According to the latest announcement, of the total 800 housing units, 770 would be allotted to the general public, 10 units to disabled persons and 12 would be reserved for government employees. The remaining 8 housing units will be allotted to the families of those police officers who laid their lives while serving the country.<\/em><\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><span style=\"font-weight: 400\">Pakistan needs more affordable houses, period. House ownership in a country where a lot of people are struggling to make both ends meet is vital. Homelessness is a major problem that not only exists in this part of the world but also in developed countries. <\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400\">However, there are some nations who have been quite successful in eradicating homelessness through some of the effective measures it has taken. Case in point: Finland. The country believes that it is a fundamental right of every citizen to have a house of their own \u2013 even if it\u2019s someone battling drug and\/or alcohol addiction. The result was that once the homeless were provided homes to live in, they did not find a reason to continue substance abuse. <\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400\">In fact, many of these citizens started contributing to the betterment of the society. This approach of treating people equally, irrespective of which social strata they belong to, and also providing them with <\/span>affordable housing<span style=\"font-weight: 400\"> options, was a major success in Finland. In Pakistan, homelessness isn\u2019t the only issue at hand. <\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400\">House ownership is also a matter of great concern for those who can\u2019t afford to have a house of their own and heavily depend upon rented houses. To provide <\/span>affordable houses<span style=\"font-weight: 400\"> t<\/span>o Pakistanis <span style=\"font-weight: 400\">and to deal with the shortfall of 10 million houses is what the new government is aiming for. <\/span>Naya Pakistan Housing Scheme <span style=\"font-weight: 400\">is a breath of fresh air in this regard.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"pm-launches-naya-pakistan\">PM launches Naya Pakistan Housing Scheme<\/h2>\n\n\n\n<p><span style=\"font-weight: 400\">It is a government-run project where five million <\/span>affordable houses for Pakistanis<span style=\"font-weight: 400\"> are to be constructed. More commonly known as <\/span>Imran Khan Housing Scheme or the Prime Minister Housing Scheme<span style=\"font-weight: 400\">, it is quite popular among people hailing from lower and middle-income backgrounds. Here are the complete details on the project so far revealed by Prime Minister Imran Khan.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"how-to-apply-naya-pakistan\"><strong>How to apply for Naya Pakistan Housing Scheme?<\/strong><\/h2>\n\n\n\n<p>Naya Pakistan Housing Program<span style=\"font-weight: 400\"> is meant for those who can\u2019t afford houses at the current market prices. It also requires them to meet certain criteria in terms of total household income. The question most people ask was &#8220;Who can apply for Naya Pakistan Housing Programme?&#8221;<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400\">The application form could be downloaded from National Database and Registration Authority\u2019s (NADRA\u2019s) website. The applicants were required to mention the family\u2019s total gross income per month if it was in the range mentioned below:<\/span><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><span style=\"font-weight: 400\">Less than PKR 20,000<\/span><\/li><li><span style=\"font-weight: 400\">Between PKR 20,001 and PKR 40,000<\/span><\/li><li><span style=\"font-weight: 400\">Between PKR 40,001 and 60,000<\/span><\/li><li><span style=\"font-weight: 400\">Between PKR 60,001 and PKR 100,000<\/span><\/li><li><span style=\"font-weight: 400\">More than PKR 100,000<\/span><\/li><\/ul>\n\n\n\n<p><span style=\"font-weight: 400\">Owing to the popularity of the housing scheme, the date to submit the form was extended to 1<\/span><span style=\"font-weight: 400\">st<\/span><span style=\"font-weight: 400\"> April 2019. <\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"eligibility-crieteria-nphp\"><b>Eligibility criteria for the housing scheme<\/b><\/h2>\n\n\n\n<p><span style=\"font-weight: 400\">The eligibility criteria for Naya Pakistan Scheme is that only one person can apply after submitting PKR 250 with the form. Soon after the launch of the program, a number of applications were received by NADRA. Half a million of them have been digitized.<\/span><\/p>\n\n\n\n<p>In a nutshell the NPHP eligibility criteria is as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Only one person per family can apply (husband\/wife).<\/li><li>A fee of PKR 250 to be submitted along with the registration form.<\/li><li>Those with a monthly income of approx. PKR 10,000 &#8211; PKR 25,000 will be preferred.<\/li><li>Those who do not own any independent properties in Pakistan will be preferred.<\/li><\/ul>\n\n\n\n<p>Houses in Naya Pakistan Housing project<span style=\"font-weight: 400\"> will be built in three categories. These are:<\/span><\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Labour class<\/li><li>Lower middle class<\/li><li>Middle class<\/li><\/ol>\n\n\n\n<p><span style=\"font-weight: 400\">These houses will be offered on a 10 percent to 25 percent down payment to all the above-mentioned categories.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"nphp-payment-plans\"><b>Naya Pakistan Housing Scheme payment plans&nbsp;<\/b><\/h2>\n\n\n\n<p><span style=\"font-weight: 400\">Banks are to provide home loan facilities on appropriate terms and conditions where the payment could be cleared in up to 20 years. <\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400\">So, if you have applied in this affordable housing project, gear up to pay 20 percent as Naya Pakistan Housing Scheme down payment, while the remaining 80 percent payment will be provided by the bank \u2014 through the home financing option. In Naya Pakistan Housing Scheme payment plans, the owners will also have to pay an additional 10 percent markup. The first Phase of <\/span>Naya Pakistan Housing Project<span style=\"font-weight: 400\"> has kicked off and it is being reported that <\/span><a rel=\"noopener noreferrer\" href=\"https:\/\/www.zameen.com\/news\/nphp-6000-houses-to-be-constructed-under-phase-i.html\" target=\"_blank\"><span style=\"font-weight: 400\">Phase-1 of Naya Pakistan Housing Program<\/span><\/a><span style=\"font-weight: 400\"> will comprise around 6000 houses. The project will be built by the private sector, while the government will act as a facilitator for providing land for the project and also for removing the related hurdles in the project\u2019s execution. <\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><b>Details on the pilot project<\/b><\/h3>\n\n\n\n<p><span style=\"font-weight: 400\">The pilot project will be a joint venture between the private sector and Federal Government Employees Housing Foundation. The government would construct double-unit houses under the <\/span>Naya Pakistan Housing Project<span style=\"font-weight: 400\">. As mentioned above, the government will be the facilitator in the project while private firms will build the units. <\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400\">A Chinese company has shown willingness to construct two million houses under the project. The good news is that the<\/span> <span style=\"font-weight: 400\">government has made it mandatory for Chinese and other international companies working under the <\/span>Naya Pakistan Housing Program<span style=\"font-weight: 400\"> to use only locally produced raw material. Also, no company will be allowed to hire labour force from other countries.<\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"cities-nphp\"><b>Cities included in Naya Pakistan Housing Project<\/b><\/h2>\n\n\n\n<p><span style=\"font-weight: 400\">Further, to construct houses under the <\/span><span style=\"font-weight: 400\">first phase of Naya Pakistan Housing Program<\/span><span style=\"font-weight: 400\">, <\/span><span style=\"font-weight: 400\">these districts have been chosen:<\/span><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><span style=\"font-weight: 400\">Islamabad<\/span><\/li><li><span style=\"font-weight: 400\">Faisalabad<\/span><\/li><li><span style=\"font-weight: 400\">Quetta<\/span><\/li><li><span style=\"font-weight: 400\">Muzaffarabad<\/span><\/li><li><span style=\"font-weight: 400\">Swat<\/span><\/li><li><span style=\"font-weight: 400\">Sukkur<\/span><\/li><\/ul>\n\n\n\n<p><span style=\"font-weight: 400\">In the Naya Pakistan Housing Scheme update, Punjab government has decided to start this affordable housing project in the cities of Layyah, Quaidabad (Khushab) and Bhakkar. The process of receiving Naya Pakistan Housing Scheme applications from people will begin shortly. This announcement was made &nbsp;in the Punjab Housing and Town Planning Agency (PHATA) governing body\u2019s meeting. The Minister for Housing directed to give the final shape to the arrangements of starting this low-cost housing program.<\/span><\/p>\n\n\n\n<p><span style=\"font-weight: 400\">The meeting also decided to make the final selection of proposed sites in Lahore. The committee will submit its report after visiting the proposed sites.The minister also directed that the PHATA governing body\u2019s meeting should be convened every 15 days to speed up the ongoing work of Naya Pakistan Housing Scheme.
