To the avid reader of this research piece, I ask, what does\naffordable housing mean to you? <\/p>\n\n\n\n<p>Perhaps a decent living place of our own, that is not\ntoo heavy on the wallet? Sure, but let\u2019s try to quantify this for policy\npurposes. <\/p>\n\n\n\n<p>Suppose that you decide to buy a mortgage, or rent a\nhouse. Out of your current income, what percentage would you prefer to put\naside for this expense? How much can you afford to before your housing cost\nbecomes unbearable? <\/p>\n\n\n\n<p>On a personal level, this might be an easy\nundertaking. On a policy level, it is far more complex, albeit a worthwhile\nendeavor.<\/p>\n\n\n\n<p>Numerous government institutions around the world have\nattempted to undertake this exercise to understand housing dynamics. On one\nhand, it helps them understand the state of housing affordability, on the other\nit serves as a useful indicator for business entities, such as mortgage and\ninsurance providers, who want to dip their toes in the real estate sector.<\/p>\n\n\n\n<p>A common global estimate of housing affordability is\nthe ratio of monthly housing expense, such as rental or mortgage payments, to\nthe monthly income of a household. As a rule of thumb, housing is considered\naffordable if your expenses on it do not exceed more than 30% of your monthly\nincome. <\/p>\n\n\n\n<p>A similar indicator, considered by United Nations to\nconvey the greatest amount of information on the overall performance of housing\nmarkets, is the house price-to-income ratio. It divides the median house price\nwith the annual median household income of a specified region. If this ratio\ndoes not exceed 3, housing expense is considered affordable in that area.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"640\" src=\"https:\/\/www.zameen.com\/blog\/wp-content\/uploads\/2019\/11\/Blurb-1024x640.jpg\" alt=\"Methods for calculating Housing Affordability. \" class=\"wp-image-72926\" srcset=\"https:\/\/cdn-blog.zameen.com\/blog\/wp-content\/uploads\/2019\/11\/Blurb-1024x640.jpg 1024w, https:\/\/cdn-blog.zameen.com\/blog\/wp-content\/uploads\/2019\/11\/Blurb-300x188.jpg 300w, https:\/\/cdn-blog.zameen.com\/blog\/wp-content\/uploads\/2019\/11\/Blurb-768x480.jpg 768w, https:\/\/cdn-blog.zameen.com\/blog\/wp-content\/uploads\/2019\/11\/Blurb-640x400.jpg 640w, https:\/\/cdn-blog.zameen.com\/blog\/wp-content\/uploads\/2019\/11\/Blurb.jpg 1440w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption>Some methods for calculating housing affordability<\/figcaption><\/figure>\n\n\n\n<p>Moreover, some countries have curated\ncustomized indices to determine whether real estate is affordable in their\ncountry based on the incomes of their populace.<\/p>\n\n\n\n<p>For example, in Australia, respective agencies use the 30:40\nindicator to identify households that are within the housing affordability\nstress. &nbsp;To put it simply, if you are in\nthe bottom 40 percent of the Australian household income distribution, and your\nmaximum percentage of housing cost exceeds 30 percent, you are considered to be\nunder housing stress. <\/p>\n\n\n\n<p>In India, Jones Lang LaSalle&nbsp;(JLL), a professional services\nfirm specializing in real estate, introduced Housing Price Affordability Index\n(HPAI) to check whether a household earning an average annual income, at the\ncity level, is eligible for a housing loan at prevailing market prices and home\nloan interest rate.<\/p>\n\n\n\n<p>In the US, multiple stakeholders, such as National Association\nof Realtors, National Association of Home Builders, and banks such as Wells\nFargo, publish housing affordability indices to understand the various facets of\nreal estate sector.<\/p>\n\n\n\n<p>Considering the context of <a href=\"https:\/\/www.zameen.com\/blog\/all-that-you-need-to-know-about-naya-pakistan-housing-programme.html\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"Naya Pakistan Housing Plan (NPHP) (opens in a new tab)\">Naya Pakistan Housing Plan (NPHP)<\/a>, in which the government aims to provide 5 million low cost housing units to deserving households, a pertinent question to ask is whether there is a strategy to understand housing affordability prior to providing them to the masses. <\/p>\n\n\n\n<p>For now, no such measures (or indices)\nexist in Pakistan, but there are innovative ways to calculate it through\nexisting data. For instance, using the income quintiles published by the\nPakistan Bureau of Statistics, and the real estate valuations recorded by the\nFederal Board of Revenue (FBR), a house affordability index can be created.<\/p>\n\n\n\n<p>Of course, this is easier said than done.\nThese figures may not provide a foolproof picture, and issues, such as FBR house\nvaluations being significantly lower than market value, may distort the overall\noutcome of this exercise. <\/p>\n\n\n\n<p>However, for a government venturing out to\nprovide affordable housing to 5 million people in the country, having no blue\nprint, or no definition of what constitutes affordable housing, is alarming. <\/p>\n\n\n\n<p>Therefore, more questions need to be asked\nto understand the income dynamics of people participating in NPHP. <\/p>\n\n\n\n<p>For example, what income brackets is the\ngovernment\u2019s housing plan being specifically targeted to? Are the mortgage or\ninstallment plans being offered under this scheme affordable for these people?\nCan they afford to set aside the monthly amounts required to pay under this\nplan? And ultimately, what is the likelihood of these households defaulting on\ntheir home loans?<\/p>\n\n\n\n<p>Some of us are lucky enough to have our own living\nplace. But for a sizable majority, it is a luxury, a lifelong wish to have a\nroof of their own over their heads, a desire representative of nearly 9-12\nmillion families in the country. For such a huge and noble undertaking, proper\nplanning is required for implementation, which seems to be lacking currently. &nbsp;<\/p>\n\n\n\n<p>In part 2 of this series, we will attempt to provide some statistics to shed more light on the issue of affordable housing, setting the stage for <a href=\"https:\/\/www.zameen.com\/blog\/foreclosure-laws-naya-pakistan-housing-program.html\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"further analysis (opens in a new tab)\">further analysis<\/a>, and thus playing our part in helping the government succeed in its low-cost housing initiative. &nbsp;&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Let\u2019s start this article with a harmless question, and then dig deeper.
