One of the leading reasons is the unavailability of housing finance in the country. <\/p>\n\n\n\n<p>In Jul-18, when the State Bank of Pakistan (SBP) came out with a draft policy for <a rel=\"noreferrer noopener\" aria-label=\"low-income housing finance (opens in a new tab)\" href=\"https:\/\/www.zameen.com\/blog\/sbp-low-cost-housing-pakistan.html\" target=\"_blank\">low-income housing finance<\/a>, there were 62,000 mortgage holders in Pakistan. Nearly a year later in Jul-19, this number has come down to 60,000 and further down to some 59,000 mortgage holders in Sep-19, as per data reported by the SBP. <\/p>\n\n\n\n<p>It\nis likely that the current borrowers are being carried forward from 2007-08\nwhen housing finance reached its peak. In fact, even if new borrowers are entering\nhousing finance market, they are in very small ratios.<\/p>\n\n\n\n<p>As a\nshare of GDP, mortgage coverage crossed 0.5 percent only once in the past\ndecade during the 2006-07 period after tumbling down once again. In CY18, it improved\nto a little by over 0.2 percent of the GDP, but this is only incremental from\nthe previous years. <\/p>\n\n\n\n<p>In comparison, India has seen its mortgage financing grow to 10 percent of GDP in 2018, from 4 percent in 2010 and 2.5 percent in 2001. Pakistan\u2019s dismal performance in this sector can be gauged from the graph below.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"640\" src=\"https:\/\/www.zameen.com\/blog\/wp-content\/uploads\/2019\/12\/Mortgage-loans-1024x640.jpg\" alt=\"mortgage in Pakistan\" class=\"wp-image-75280\" srcset=\"https:\/\/cdn-blog.zameen.com\/blog\/wp-content\/uploads\/2019\/12\/Mortgage-loans-1024x640.jpg 1024w, https:\/\/cdn-blog.zameen.com\/blog\/wp-content\/uploads\/2019\/12\/Mortgage-loans-300x188.jpg 300w, https:\/\/cdn-blog.zameen.com\/blog\/wp-content\/uploads\/2019\/12\/Mortgage-loans-768x480.jpg 768w, https:\/\/cdn-blog.zameen.com\/blog\/wp-content\/uploads\/2019\/12\/Mortgage-loans-640x400.jpg 640w, https:\/\/cdn-blog.zameen.com\/blog\/wp-content\/uploads\/2019\/12\/Mortgage-loans.jpg 1427w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption>Financial soundness index<\/figcaption><\/figure>\n\n\n\n<p>A number of regulatory\nissues have hindered banks from expanding their housing finance base. A major difficulty\nremains unclear titling of land which is kept as collateral by banks. This is\nespecially true for peri-urban, rural and urban outskirts. <\/p>\n\n\n\n<p>There is also no\ncentralized registry that records all the rights pertaining to land records\nacross the country which adds ambiguity to titles. Provincial governments began\nthe process of registration but it is neither uniform, nor complete. This is\nwhy, most properties do not qualify as security because banks can only furnish\na loan if the titles of the immovable property are indisputable\u2014evidence of\nwhich should come directly from the government. <\/p>\n\n\n\n<p>The other issue is <a href=\"https:\/\/www.zameen.com\/blog\/foreclosure-laws-naya-pakistan-housing-program-part-1.html\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"non-implementation of foreclosure laws (opens in a new tab)\">non-implementation of foreclosure laws<\/a>. Current laws do not allow banks to exercise their right to foreclose on the properties which have gone into default. Most such cases get stuck in courts for years before they get resolved, if they ever do. In the past, lack of foreclosure laws led to many willful defaults by consumers, which made banks further averse to housing finance loans. <\/p>\n\n\n\n<p>Judicial intervention\nis in disarray as well. The banking courts do not have the capacity to deal\nwith all the cases and are currently grappling with a mounting backlog. A\npolicy document of the SBP further broke this down: \u201cWhen it comes to judicial\nproceedings, an important dimension is the availability of banking courts: only\n11 cities in the country have banking courts. This results in inordinate delays\nin disposal of cases\u201d. <\/p>\n\n\n\n<p>A measure of ineffective contract enforcement can be gauged from the latest Doing Business indices that estimate that the trial and judgment in resolving a case takes 700 days on average in Karachi, while the enforcement of judgment takes another 300; costing 18 percent of the claim value. There is also evidence to support that <a href=\"https:\/\/www.zameen.com\/blog\/analyze-mortgage-backed-security-ordinance-2019.html\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"court decision have been in favor of the borrower (opens in a new tab)\">court decision have been in favor of the borrower<\/a> in most cases rather than the lender.<\/p>\n\n\n\n<p>Aside\nfrom the aforementioned hurdles, two more obstacles remain: affordability and asset\nliability mismatch. In the latter case, because bank deposits are short term\nwhile housing is a long term asset, there is a mismatch. <\/p>\n\n\n\n<p>To\nbridge this gap, the Pakistan Mortgage Refinance Company (PMRC) was formed to provide\nlong term funding at fixed rates to banks, hedge interest rate risk and bridge\nbanks maturity profile mismatch. Currently, the PMRC is getting a credit line\nfrom the World Bank to provide long-term loans to the financial sector which\ncan in turn offer longer tenured loans to their customers. <\/p>\n\n\n\n<p>The question\nof affordability is more complicated. Real estate in Pakistan is expensive, and\ndue to the speculative nature of property prices, cash-based purchases are not\nan option for the lower-mid to low income segments. <\/p>\n\n\n\n<p>Meanwhile, at prevailing interest rates, mortgage is simply not within the reach of the average home buyer. Since housing shortage is concentrated in the low-income segment, it is crucial to make mortgage affordable for that segment, if it has any chances of being addressed. However, as we have earlier explored, <a rel=\"noreferrer noopener\" aria-label=\"affordability of housing finance in Pakistan (opens in a new tab)\" href=\"https:\/\/www.zameen.com\/blog\/construction-costs-housing-affordability.html\" target=\"_blank\">affordability of housing finance in Pakistan<\/a> is still a far-off dream. <\/p>\n\n\n\n<p>This\nis especially troubling given the current government\u2019s push towards building 5\nmillion homes for first-time home buyers, since existing interventions cannot\nmake housing affordable for low-income and mid-to-low income households. <\/p>\n\n\n\n<p>It\nis clear that the mortgage access and availability will have to be viewed from\nthe lens of both demand and supply side dynamics. While some efforts have been\nmade, the government has a lot to tackle\u2014 not only from the regulatory and\nlegislative perspective, but also from the aspect of affordability which will\ncontinue to keep many deserving households outside the fringes of housing\nfinance. <\/p>\n\n\n\n<p>One\ncould argue that everything cannot be addressed at the same time, in which case\nthe priority of this government should be to build a strong regulatory\nframework with legal controls which would make housing finance more efficient,\nmore transparent and thereby less risky for lenders. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>Housing shortage in Pakistan\u2014which by some estimates trails between 10-12 million\u2014faces both demand and supply impediments.
