In this article, based on existing research, as well as publicly available data, we lay the foundation for examining affordable housing in Pakistan. <\/p>\n\n\n\n<p>Any feedback, suggestions or concerns are welcome to\nfacilitate this conversation in order to help relevant stakeholders understand\nthe present housing scenario. <\/p>\n\n\n\n<p>Mr. Tasneem Siddiqui, in a working paper titled\n\u2018Pakistan\u2019s Urbanization: Housing for the Low Income\u2019, argues that there is a\ndemand and supply mismatch in the housing sector. While this is a commonly\nknown fact, a deeper analysis shows that in the middle to upper-middle income\ngroups, there may, in fact, be an excess of supply for housing. <\/p>\n\n\n\n<p>In his research, Mr. Siddiqui, using a 2012 survey of\nhousing projects in Lahore, argued that 12 percent of the population in the\nhigh-income segment had access to 56 percent of the housing supply. <\/p>\n\n\n\n<p>What is striking, however, is that a stark majority of\n68 percent of the Pakistani population, in the lowest income segment, had\naccess to only 1 percent of the total housing supply. Arguably, other city\nhousing surveys would also show similar statistics, where there is a shortage\nof housing supply for people with low incomes.<\/p>\n\n\n\n<p>Resultingly, cities in Pakistan are marred by large\nsprawls of informal settlements commonly known as <em>kacchi abaadis<\/em> that\nare built on open wastelands or occupied land owned publicly or privately by\nland mafias. At the time of this study, it was about 40 percent of the urban\npopulation, but since then this number has grown to nearly 50 percent. <\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"640\" src=\"https:\/\/www.zameen.com\/blog\/wp-content\/uploads\/2019\/12\/Figure-1-1024x640.jpg\" alt=\"Housing supply data in Lahore\" class=\"wp-image-75797\" srcset=\"https:\/\/cdn-blog.zameen.com\/blog\/wp-content\/uploads\/2019\/12\/Figure-1-1024x640.jpg 1024w, https:\/\/cdn-blog.zameen.com\/blog\/wp-content\/uploads\/2019\/12\/Figure-1-300x188.jpg 300w, https:\/\/cdn-blog.zameen.com\/blog\/wp-content\/uploads\/2019\/12\/Figure-1-768x480.jpg 768w, https:\/\/cdn-blog.zameen.com\/blog\/wp-content\/uploads\/2019\/12\/Figure-1-640x400.jpg 640w, https:\/\/cdn-blog.zameen.com\/blog\/wp-content\/uploads\/2019\/12\/Figure-1.jpg 1427w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption>Housing supply (Data based on 2012 survey of housing projects in Lahore, the second largest city of Pakistan)<br> Low Income Households \u2013 PKR 8000-30,000<br> Middle-Income Households \u2013 PKR 30,001 \u2013 250,000<br> High Income Households \u2013 PKR 250,000 and above <\/figcaption><\/figure>\n\n\n\n<p>Based on these stark statistics, one can understand the need for a\ngovernment backed housing initiative, such as the Naya Pakistan Housing Plan.\nIt is indeed the need of the hour, but what needs to be seen is whether this\ninitiative can actually fill the housing gap for the lowest income group whose\nneed for housing, as seen from the analysis above, is the direst.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Understanding Housing Affordability through Household Incomes in\nPakistan <\/strong><\/h2>\n\n\n\n<p>As mentioned in part 1 of this series, understanding income distribution of a country is a pre-requisite to analyzing affordable housing. India, too, categorizes its households by its income. Four predominant categories defined in the country are: economically weaker sections (EWS), lower income group (LIG), middle income group (MIG), and higher income group (HIG). &nbsp;Housing policy is designed based on these income categories. <\/p>\n\n\n\n<p>In Pakistan, Household Integrated Economic Survey (HIES), produced by\nPakistan Bureau of Statistics, sheds light on the income distribution of the\ncountry. The categorization of household is done in 5 quintiles, with the 1<sup>st<\/sup>\nquintile being the lowest income group and the 5<sup>th<\/sup> being the\nhighest. One must keep it in mind though that there is a lot of variation in\nincomes in the top income quintile which averages out the income levels.<\/p>\n\n\n\n<p>It can be seen from both the supply of housing among\ndifferent income groups and their income levels that affordability is a daunting\nconcern in the housing sector. Despite the SBP\u2019s low-cost housing push, the\nincome levels of the lower-income groups do not allow households to buy houses,\nwhereas those in the top quintile are largely the ones who can afford it. \n\nInterestingly, this\nis the same group that has a disproportionate share in the supply of housing.\nThus, there exists a huge demand and supply mismatch in the housing sector for\nlow income groups.
