{"id":83877,"date":"2020-03-06T12:54:34","date_gmt":"2020-03-06T12:54:34","guid":{"rendered":"https:\/\/www.zameen.com\/blog\/?p=83877"},"modified":"2020-03-06T12:57:43","modified_gmt":"2020-03-06T12:57:43","slug":"katchi-abadi-part-1","status":"publish","type":"post","link":"https:\/\/www.zameen.com\/blog\/katchi-abadi-part-1.html","title":{"rendered":"Katchi Abadi and \u201cDeveloped Slums\u201d Part 1"},"content":{"rendered":"\n<p>When we hear <em>katchi abadi<\/em>, the mind goes to illegally built mud\nhouses with temporary or no roofs, in localities without proper sewerage\nsystems or roads. Data shows that currently, 47% of the urban population of\nPakistan lives in <em>katchi abadis<\/em>. However, living in an urban city, how\nmany times does one come across the type of <em>katchi abadi<\/em> described\nabove? <\/p>\n\n\n\n<p>Although many still look like that, it is not the case for all. The\nstatistic mentioned above for <em>katchi abadis <\/em>does not only refer to the\nstereotypical perception of slums, it also refers to unregularized societies that\nlack amenities such as electricity, water, and sewerage. In some cases, these\namenities may be available through illegally tapping electricity wires,\nself-made sewerage lines, or using the underground water table for a running\nsupply. To an unaware eye, this neighbourhood will be a regular, legal\ncommunity.<\/p>\n\n\n\n<p>However, in the eyes of the government and lawmakers, these are <em>katchi\nabadis<\/em> which are not recognized or approved by the development authority of\ntheir respective cities. Many areas that we considered to be developed\nsocieties are actually former <em>katchi abadis <\/em>which have been \u2018developed\u2019\nover time. They may be loosely termed as \u2018developed\u2019 because these areas come\nacross as permanent, legitimate residences,\nbut they are still unplanned, densely populated regions, with houses inhabited\nby the poor. <\/p>\n\n\n\n<p>Pakistan has a <a rel=\"noreferrer noopener\" aria-label=\"growing slum population (opens in a new tab)\" href=\"https:\/\/www.zameen.com\/blog\/slums-in-pakistan-part-3.html\" target=\"_blank\">growing slum population<\/a>, which is due to the rapid urbanization and prevailing poverty in the country. With so many Pakistanis living in slums, in some constituencies, the slum dwellers can overturn an election decision. This is something that elected legislators also recognize and many have used it to their advantage.<\/p>\n\n\n\n<p>Over the years, as elections approached, the agenda of poverty\neradication and improved low-cost housing became a part of election manifestos.\nIn many areas, this agenda was used as a unique selling point to gain support\nfrom the low-income groups since they are often in the majority. <\/p>\n\n\n\n<p>In some cases, promises were forgotten, in others, these promises were\nacted upon by providing public services such as clean drinking water, gas, a\nsewerage system, or electricity to the existing slums. Some legislators tried\nto do more for the slum dwellers and managed to legalize slums by giving\nleasing rights or title deeds. <\/p>\n\n\n\n<p>Over time, many slums across the country became partially or fully legalized,\nwhich meant they were accepted by the city planning departments and were\nintroduced in the city\u2019s updated master plans over time. As years went by and\nthese houses changed hands, the original status of the slum was forgotten and\nthese houses were accepted as legal societies or towns within the city. <\/p>\n\n\n\n<p>Increasingly, many <em>katchi<\/em> <em>abadis<\/em> have been regularized but the living conditions in the various <em>katchi<\/em> <em>abadis<\/em> remain poor even after regularization, due to the lack of basic civic infrastructure. Low quality of housing and cramped living conditions still remains a problem. Orangi town in Karachi is an example of a slum which was partially regularized but still lacked basic public services, however the private sector took initiative to provide the slum with the necessary services (for more details please read, <a rel=\"noreferrer noopener\" aria-label=\"Slums in Pakistan (opens in a new tab)\" href=\"https:\/\/www.zameen.com\/blog\/slums-in-pakistan-part-3.html\" target=\"_blank\">Slums in Pakistan<\/a>.)<\/p>\n\n\n\n<p>Due to lack of\nplanning, there continues to be unchecked growth of squatter settlements and\nthese encroachments on state and private vacant land are a direct result of the\nhousing problem. A problem that can only be effectively tackled through proper\ncity planning and low-cost housing schemes. \n\nGoing forward, in part 2 of this series we will\ndiscuss specific examples of <em>katchi abadis <\/em>that have been developed over\ntime. To further understand the extent of the problem, we will be asking\ncitizens what they know about their \u2018developed\u2019 neighbourhoods? What amenities\nare available and of those, which have been provided by the government? Whether\nthey are aware their house is occupying land illegally?
