{"id":87745,"date":"2020-04-16T13:14:06","date_gmt":"2020-04-16T13:14:06","guid":{"rendered":"https:\/\/www.zameen.com\/blog\/?p=87745"},"modified":"2020-04-16T13:14:08","modified_gmt":"2020-04-16T13:14:08","slug":"easing-lockdowns-throughout-world","status":"publish","type":"post","link":"https:\/\/www.zameen.com\/blog\/easing-lockdowns-throughout-world.html","title":{"rendered":"Coronavirus:  How Countries are Easing Lockdowns"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">In the midst of the coronavirus, following the example of\nChina, a lot of countries besides Pakistan are planning on easing lockdown\nrestrictions. While the impact of such a policy is yet to be seen, since a rise\nin cases might require another stringent lockdown, it is worth noting how\ncountries are approaching easing restrictions. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Pakistan, manufacturing and construction sectors are being prioritized since these are the most labor-intensive sectors. Moreover, as previously discussed in our research articles, the multiplier effect of the construction sector is such that it can lead to a revival of over 70 different sectors associated. Therefore, it is smart to give an <a href=\"https:\/\/www.zameen.com\/blog\/amnesty-package.html\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">industry status to construction sector<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Spain &#8211; which after Italy has seen more deaths from the\nvirus than any other European country &#8211; the government, like Pakistan, is\nallowing some workers in the industrial and construction sector to head back to\nwork. Most Spaniards, however, are expected to remain at home, as schools and\nrestaurants remain shut. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Italy, meanwhile, has opted to extend its strict lockdown\nmeasures, though as of next week there will be a limited reopening, with\nbusinesses such as bookshops and stores selling children&#8217;s clothing, as well as\nforestry and timber production, are allowed to resume operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Austria will allow some non-essential shops to reopen. And\nin Denmark, some day care institutions and elementary schools will also resume\nactivities this week. The Czech Republic last week already allowed a limited\nnumber of businesses, such as bicycle stores and building material shops, to\nreopen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Denmark, schools and nurseries for children up to the age\nof 11 have resumed operations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Germany, after a video conference with the heads of\nGermany&#8217;s 16 states, Ms. Merkel has announced the gradual loosening of the\nstrict lockdown measures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Schools can reopen &#8220;gradually and very slowly&#8221;\nafter 4 May, with new safety measures for breaks and school buses, and priority\ngiven to those students with exams. &#8220;It will be a great logistical effort\nand it needs very careful preparation,&#8221; Ms. Merkel said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shops of up to 800 square meters (8,600 sq ft) could be able\nto restart their businesses going forward, provided they have &#8220;plans to\nmaintain hygiene\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Moreover, car dealers, bicycle shops and book stores can all\nreopen, regardless of their size. Hairdressers will be allowed to open their\ndoors from May 4th, provided they too comply with strict hygiene measures. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India has laid out plans for the gradual reopening of its\neconomy, which will permit some manufacturing, agricultural work, and other\nactivities to resume on a limited basis after April 20, provided they are not\nin designated coronavirus hotspots.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the country\u2019s&nbsp;lockdown will remain one of the\nstrictest in the&nbsp;world, with all domestic and international flights,\ntrains, buses, metros, taxi services, rickshaws, and other public transport\nservices remain suspended.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Undoubtedly, Pakistan has avoided the first wave of the\npandemic, however the risk of a second wave remains all the more serious. For\ndeveloping countries like Pakistan, one of the most serious concerns is\nimplementation of social distancing. Crowding as a phenomenon needs to be\neliminated for at least a year, and governments need to seriously evaluate how\nthis can be done, given the limited resources that are at their disposal. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As a recommendation, going forward provincial governments\ncan establish Social Distancing Authorities within every district to ensure\nthat strict guidelines are implemented in each and every sector of the economy.\nHowever, given the scale of this outbreak, Pakistan government\u2019s machinery,\nmuch like the rest of the world, is limited.
