Bahria phase 8 extension could be considered as a long term investment and fully dependent upon the construction of RRR.
BT is not in position to invest in Rawalpindi at the moment. Even the possession area of BT is in dip at the moment.
I think one should wait for on ground work of ring road project to be started and then decide if it is worthful to invest there.
CBR2 is not that attractive as well. Might be the possession plots can offer you good return after some years to come.
The key to invest in current circumstances should be
Only go for possesion plots to buy.
NoC should be in place which means it would be approved society.
