For Zone-2 with 10 million I think you should buy in F-15 or B-17.
D18 is the best. But better if you go and see yourself i bought one plot a week back and Alhamdulillah happy with it
Buy 2 plots of 10 marla 45x60 in ECHS, still you have some to spend in FOECHS

On Long-term basis B-17 is most suitable because of Airport and then Margalla Avenue (which is currently in doldrums but things may change with change in government). In any case it has to be finished sooner or later. They cant just leave it lying unfinished with 70% of the work done. It is important to provide a bypass road.
You can find a good leveled plot of 1 kenal there b/w 50 to 75. Depends upon blocks and distance from D17/2 markaz. But their kanal is 60x90.
