Lease basis means with some down payment and then paying them on monthly basis.

Visit the society's web page. If there is no detail on website, refrain from buying from any dealer. There is an exception of bahria town as they give lots to the dealer but you will deposit installments to Bahria office, not in dealer office.
Some people buy plots on installments and cannot pay later, you can get from them as well at low price.
Likewise some buy on installments and sell on profit yet installment to the society office.
