Suggest Islamabad sector for investment in the budget of 25 lac to 30 lac.
In this budget, I would recommend 5 marla plot in bahria enclave, for investment purpose of 1 year.
B-17, E block, 7 Marla plot. Plus one 10 marla plot in Top City 1.
Bahria Enclave would prove to be a better option all together
In addition to above options you can go for B-17, AWT, FOECHS, Multi Residencia, F-18 (Faisal Town)....

You should also explore E-16 and E-17 cabinet society. It is ripe for investment and it is quite possible that the B-17 bulls may also play havoc in other parts of Zone 2.
Top city is reasonable. Also you can invest in gulberg in zone v. Diversify your investment so when either zone picks up - your investment picks up also.
I think that you may be able to get a plot in I-14 or 1-16 within this range.
Other option
You get 5 marla in PECHS for around 12 lakhs, get in DHA Valley for around 6 lakhs, also get in mutli residencia for around 12 lakhs.
