I want to buy plot on installment in some reliable sector in islamabad but unfortunately due to low income i can only afford installments in bracket of rs. 10000-12000 with 500,000 advance

Stay away from files and installment plans you will not be able live even after 10 years. Go for possession plot only in 5 lac budget you can get a 3-4 marla possession plot on lakhu / girja road, or chakri road or adyala road or area around golra railway station etc.
Blue world city, ichs and others are just in air with big commissions for dealers. Locations are so far from major city areas.

You should go for possession plotready to construct. Installment options are long term and a far away from main city.
Options you can try:
1- National Housing Society, next to Khawaja Corporation choke Adyala Road.
2- Simli Dam Road
3- Nilore Factory Area
4- Jangi Syeinan near to 26 number chungi
