If you want a qualified architect to design it for you then he will charge you according to the covered area of overall project which may vary from office to office and architect to architect.
The Architect fee ranges from Rs 30 to 80 per sft and even 100 per sft of the total covered area depending upon the requirements and scope of work.
The construction cost for good quality construction ranges from Rs. 1800 to 2000 and more than that because its subjected to the the quality of material being used.
Personally I would suggest you to give project on Labor rates under yours or one of your trustworthy representative's supervision. It will reduce the overall construction cost plus the overall quality would be improved a lot.

Yeah I had few Projects there in Bahria.
One house (1 Kanal) has been completed recently.
3 houses projects are in the design phase.
So I have sound knowledge of their knowledge.
The overall cost will depend upon the covered area.
The Construction rates (With Material) in Bahria ranges from Rs 1200 to 2000 per sft depending upon the quality of work.
C Grade Construction ranges from Rs 1200 to 1500 per sft,
B Grade Construction ranges from Rs 1400 to 1700 per sft
A Grade Construction ranges from Rs 1700 to 2000 per sft
It would get even more if you go for Luxurious type of construction (Depending upon the quality of material)
The Construction rates (Without Material usually called as Labor rate) in Bahria ranges from Rs 300 to 450 per sft depending upon the nature of work and skills required for certain projects.

Dear Adil,
the procedure to construct in Bahria Town is as follow:
-you have to pay utility charges and for 10 marla it is around 175500
-map charges payable to Bahria Town 210,000 ( that includes architectural services and map approval, if you get you architectural services from outside you still have to pay Bahria for map approval and that is around 190,000 or 200,000)
- structural drawings, for structural drawings you have a list of approved structural engg. From Bahria Town. That would cost you around 70,000
so the total you need to pay with architectural services from Bahria is around 455,500
