What to do about amenity plot violations in housing schemes?

It has been bothering me for a while but housing schemes have all these amenity plot conditions for layout approval. Like there should be areas allocated for green spaces, parks, mosques, schools, kids areas, graveyards and commercial spaces. Why development authorities do not make sure that societies are being developed as per the plans? Shouldn’t there be some solid strategy to uphold these regulations?
