People who say they want to invest in a sector usually mean they want to invest in Islamabad/Pindi. For 5 million I’d suggest B-17 Multi garden block C.

You can go for 30x60 plot with possession in F-17 Multi sector.
B-17 C Block is also good option.
Bahria Enclave could be another good option.
Gulberg Islamabad is also an option to consider.

B-17 not a bad option if Multi will care then it will be one of best project in zone2.I heard some good news regarding B-17 so i hope it will rise in near future inshAllah.
Bahria Phase8 possession area is much better than Enclave 1.
I-12 is good for investment point of view.
