I can guide you after seeing contract agreement with existing contractor
If inspection card was not signed it is not a big issue . I can get the card signed . I have been working in Bahria Town since long time.

We are contractors working in DHA & Bahria Town since 2000. Contractor can be changed after checking his contract agreement . Bahria issues duplicate card on payment of Rs. 50000
All entries in inspection card must be signed by inspector of Bahria Town for your safety. It has two benefits;
1) Bahria compensates client if there occurs damage to house due to design fault
2) Completion certificate is issued if inspection card is signed by inspector
