I wish to obtain feedback from valued members on this forum about feasibility of installing solar panels on roof top.
1. Has the idea been implemented or tested and any feedback on success, reliability or cost effectiveness?
2. What will be the cost for a normal sized house with average consumption and expected payback time of investment?

Yes. It's tested and good thing to install. Pakistan has peculiar problems but world over, it's a principal that first you should apply all other measures of energy because those are less costly. Measures are Heat insulation of roof, Double glazing of windows, using energy efficient equipment like inverter based refrigerator, AC etc. It includes energy efficient heaters too. Converting all lights to LED lights, converting LCD TV to LED TV or OLED.
One of my neighbour has installed solar panels. Whole house run on it. Cost was Rs 7 lakh almost 3 years back. But now same system would cost around 10 Lac according to them. I don't think it's true.
