You can make full basement covering GF area if you want.
You have to take care of good waterproofing and all sides wall should be in concrete.
Take care of Proper ventilation and light in the basement.

things to consider in basement
1: all basement outer walls should be RCC ( reinforced Cement Concrete)
2: proper waterproofing should be done on those wall from outside before back filling
proper water proofing includes ( chips, bitumen layer, plastic sheets)
3: keep strong eye on the level ( windows/ ventilators)
4: there should be a separate septic tank for basement ( is you are planning to have a bathroom in basement)
as far as the bahria regulation is concern i think u have to leave 5 feet safety message on all sides ... And then u can have a full basement
