The project is a “stand still” as in past 8 years. A great location but “dead project” same old structure well built and plaster finished but no door, windows, floor, electricity, gas or even water! What can be done to get this developer move forwards … Any help there in Islamabad at all for people who bought these apartments on a promise to be given possession in 1.5 year (in 2005).

It is indeed an abhorable reality how some developers leave their projects in the limbo. I can understand your situation and would advice you to seek legal help. As they say, security is in numbers. You should round up some of the other investors of the project and collectively haul the developer in the court and see what happens.
