DHA Peshawar is not a rumour. The turf war between Orakzai tribe and Regi Lalma tribe could be a reason of delay.

DHA Peshawar is real society and I second what Zain has said that the delay could be due to the reason he mentioned.
It is only a question of time before BT and DHA enter Peshawar, however timeframe is not known.
DHA community will never allow to anyone that they use its name on fake investments and construction. So, I agree with others that it is not fake and you have a good chance of investment over here.
