Lahore: The Punjab government has launched a pilot project to reform the province\u2019s land and revenue system by replacing the traditional \u201cFard\u201d (record of land ownership) with a new digital document called the Green Property Certificate.<\/p>\n\n\n\n

The initiative will begin in Sahiwal from May 1, marking the first phase of a broader rollout aimed at modernising land record management across the province. Under the pilot, issuance of Fard has been suspended in the district.<\/p>\n\n\n\n

According to officials from the Punjab Land Record Authority, the Green Property Certificate will serve as the sole valid document for property transactions in the pilot districts. The new system is designed to verify ownership, possession, and legal rights related to land more comprehensively than the previous Fard-based system.<\/p>\n\n\n\n

Authorities said the reform will gradually expand to other districts, including Lodhran and Hafizabad from July 1, before being implemented across the entire province by December 2026.<\/p>\n\n\n\n

An official source said the move is intended to eliminate forged records, reduce corruption, and prevent illegal property transfers. \u201cThis is a step towards ending the outdated system in which Fard was treated as the primary proof of ownership,\u201d the official said.<\/p>\n\n\n\n

Under the revised framework, property transactions will now be carried out using the Green Property Certificate and associated property reports issued under the Punjab Land Record Authority regulations.<\/p>\n\n\n\n

Officials added that the new system aims to improve transparency and provide a more reliable legal framework for land ownership, ensuring greater security for property holders and simplifying verification processes for financial and legal purposes.<\/p>\n\n\n\n
