Following the technical evaluation, two bidders were declared non-responsive, leaving the joint venture of NJC, MMC, NCS and Imperial Ventures as the sole bidder.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Read: <a href=\"https:\/\/www.zameen.com\/news\/cda-to-set-up-three-new-civic-agencies.html\" target=\"_blank\" rel=\"noreferrer noopener\">CDA board approves setting up three new civic agencies<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A CDA official said the authority would proceed with opening the financial bid once the period for filing grievances by the unsuccessful bidders expires. He added that awarding the contract to a single bidder is permissible under Public Procurement Regulatory Authority (PPRA) rules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The official said the CDA intends to finalise the contract after several previous tenders for the project were cancelled over the past two years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The authority had divided the project into two packages, with Zones I, II and III included in Package I, while Zones IV and V fall under Package II. The successful bidder will be responsible for door-to-door waste collection, citywide cleanliness and transportation of garbage to the Losar landfill site in Rawalpindi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the proposed arrangement, contractors will be paid on a per-tonne basis for waste collected. The four-year contract is expected to cost the CDA around Rs4 billion annually.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The CDA currently deploys its own sanitation staff, supplemented by private workers and hired machinery, to manage waste collection in urban areas after previous contracts expired in March last year.
