Reportedly, the contractor refused to comply.<\/p>\n<p>Although the civic agency had promised to complete development work in Park Enclave I by 2013, it is just 60% complete right now.<\/p>\n<p>CDA Project Director Mumtaz Hussain told reporters that because of the existing dispute, the project will be completed by April 30, 2016.
