Capital Development Authority (CDA) Board\u2019s restored a commercial plot on favouritism basis. The plot in G9 Markaz was cancelled 24 years ago.<\/p>\n
According to the source, plot has been restored for the second time by violating all rules and regulations of the civic body. The rules suggest that bidder has to pay the price according to current value of the plot, which is Rs 134 million but CDA official has restored the plot by collecting Rs 50.5 million only. <\/p>\n
Few officials from the CDA\u2019s Estate Management Wing were also against this restoration but the plot was restored by going against them. According to the documents, CDA has auctioned plot on October 27, 1988 to Niaz Ahmed Zahid, who had offered the highest bid of Rs 13,900 per sq yard. <\/p>\n
Under the rules, the successful bidder had deposited almost Rs 1 million as advance money and the rest of the amount was to be paid within 60 days. The bidder failed to pay the rest of the amount, resultantly, CDA cancelled his bid. The bidder, applied for restoration of this plot on July 28, 2010 and the CDA officials, in a meeting on October 18, 2010, directed to restore the plot. <\/p>\n
In 2010, the plot was to be restored at a cost of Rs 50.5 million paid within 30 days. The bidder failed once again and the plot was cancelled. The bidder reportedly gave power of attorney to another party who pursued the case and managed to get plot restored from the CDA Board on March 7, 2012. <\/p>\n
CDA board has waived off restoration charges and delayed dues after which the cost of a plot fell down to almost 50 percent. However, the plot was supposed to be restored according to current market price. According to CDA officials, the cancelation by a deputy director in 2010 estate management directorate was not according to the rules and in contravention of Supreme Court\u2019s judgment (No 99, PLD 2004) and also without approval of the competent authority. <\/p>\n
The board has decided that bidder will pay the total premium plus restoration charges as decided by the CDA Board on October 28, 2010 plus charges delayed from January 23, 2011 to June 22, 2012 within 60 days from the issuance of restoration letter. <\/p>\n","protected":false},"excerpt":{"rendered":"
