The budget also put restrictions on buying new motor vehicles if their names do not appear on the active taxpayers\u2019 list (ATL) of the Federal Board of Revenue (FBR).<\/p>\n<p>This was also corroborated in the Finance Bill of 2018, with the proposal to be under effect on July 1, if passed by the National Assembly. Pakistan\u2019s laws state that anyone earning over PKR 400,000 per year has to file income tax returns. However, out of a population of 207.7 million, only 1.26 million returns were filed last year.
