Bilour is of the view that small dams should be built all across the country rather than bigger projects which get attacked by controversies.<\/p>\n<p>He believes that this will help revolutionise the agricultural and industrial sectors as well. Bilour further added that 90% of water is utilised by the agricultural sector but budget allocated for agricultural research is below 1% of the GDP which is causing huge losses of water.
