She said that the authority must ensure that areas where such building would be constructed must have upgraded and adequate facilities.<\/p>\n<p>Legal and urban expert Rafay Alam stated that Lahore\u2019s horizontal growth needs to be controlled as the city\u2019s current infrastructure is consuming agricultural area and leading to environmental issues. He added, however, that the initiative to develop the city vertically should be executed only with proper planning.<\/p>\n<p>Alam told that they have divided the city into four zones: mid-rise zones 1 and 2, and high-rise zones 1 and 2. He said that LDA will conduct full preparations before launching the project; taking on-board line departments and urban experts.<\/p>\n<p>Alam added that the departments concerned will be tasked with infrastructure upgrade in the city.
