It is located on the Poonch River, which is a major tributary of the Jhelum River near Gulpur in the Kotli District of Azad Kashmir. The project received its financing from the Korea Axim Bank, the International Finance Corporation (IFC), the Asian Development Bank (ADB), the Islamic Development Bank, and the ECO Bank.
