The system would also entertain other forms of transfers including individual inheritance.<\/p>\n\n\n\n<p>According to details, the mechanism will be introduced through a public-private partnership mode. To this effect, the government will issue licenses to individuals and companies with \u2018good reputations\u2019 \u2013 the same way they are issued to stamp sellers with a heavy financial security. In the second phase, it will be expanded to all divisions and districts and then to <em>tehsils<\/em> in the third phase.
