The decision was taken in order to uphold merit and make the process of allocation more transparent. The decision was made to reduce nepotism and corruption and to increase transparency in the procedure.&nbsp;<\/p>\n\n\n\n<p>Furthermore, the minister stated that forensic audit and verification of the application will be done in case of any complaints regarding the draw.
