As per the notification the housing council will consist of four members. It will be chaired by a retired judge, with additional members including a town planner, a civil engineer and a former environmental officer with 20 years of experience. Furthermore, Chamba House will be made the Secretariat of the Housing Societies Commission and Housing Council. Housing societies will have to provide a space for a cemetery within 5-kilometre-radius of the housing plan.
