The bidding process for the 4.99 billion worth project will be held on April 7.<\/p>\n\n\n\n<p><strong>Read:<\/strong> <a href=\"https:\/\/www.zameen.com\/news\/rrrs-contract-state-run-firms-rda.html\" data-type=\"post\" data-id=\"84594\">Only state-run firms can co<\/a><a href=\"https:\/\/www.zameen.com\/news\/rrrs-contract-state-run-firms-rda.html\" data-type=\"post\" data-id=\"84594\" target=\"_blank\" rel=\"noreferrer noopener\">mpete for RRR\u2019s development contract: RDA<\/a><\/p>\n\n\n\n<p>Reportedly, the authority has invited <a rel=\"noreferrer noopener\" href=\"https:\/\/www.zameen.com\/news\/fwo-status-peri-urban-housing-project.html\" data-type=\"post\" data-id=\"84748\" target=\"_blank\">Frontier Works Organization (FWO) <\/a>and National Logistics Cell (NLC) as the sole participants of the bidding project. In this regard, the RDA Chief Engineer, Dr Habibul Haq Randhawa, has written a letter to both organisations. The letter has been written under the PPRA Rules 59(e), which calls for the procurement of those projects which are either time-bound or sensitive and whose information cannot be shared with the private sector.<\/p>\n\n\n\n<p>The RDA has asked both the organisations to submit their bids and technical in-house capacity and financial bid in two separate sealed envelopes by 2 PM on April 7. RDA has also laid down certain pre-requisites for both companies to participate in the bidding process.<\/p>\n\n\n\n<p><strong>Read:<\/strong> <a href=\"https:\/\/www.zameen.com\/news\/fwo-acquires-contract-rrr.html\" data-type=\"post\" data-id=\"84655\" target=\"_blank\" rel=\"noreferrer noopener\">FWO acquires contract of Rawalpindi Ring Road project<\/a><\/p>\n\n\n\n<p><strong>Preconditions for bidding process:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The company must have an average annual construction turnover of PKR 5 billion and a minimum net working capital of PKR 6 billion for the fiscal year (FY) 2020-21, as well as at least two annual audit reports in the previous 10 years.&nbsp;<\/li><li>The company should have undertaken projects of a comparable sort with a total cost of PKR 4 billion or more in the previous ten years.&nbsp;<\/li><li>Blacklisting of firms\/partners\/directors is not permitted. The companies\/partners\/directors must not have entered into a plea agreement with NAB or any other agency.&nbsp;<\/li><li>Any information submitted in the documents that are proven to be false or falsified at any point may result in the termination of the pre-qualification application.<\/li><li>The company must own at least one computerised asphalt plant with a capacity of 100 tonnes and the necessary equipment, as well as at least two computerised concrete batching units with a capacity of 30 cuM\/hr.<\/li><\/ul>\n\n\n\n<p><strong>Read:<\/strong> <a href=\"https:\/\/www.zameen.com\/news\/rda-leh-expressway-sewage-plant.html\" data-type=\"post\" data-id=\"84835\" target=\"_blank\" rel=\"noreferrer noopener\">RDA to develop Leh Expressway, sewage treatment plant<\/a><\/p>\n\n\n\n<p><strong>Budget breakdown of the project:<\/strong><\/p>\n\n\n\n<p>As per Project Concept-1 (PC-1), the actual construction cost of the project is PKR 3.994 billion.
