What conditions should be met to define a sector as a "dead sector"?

Which sectors are dead sectors? Can any of them be revived? If yes, is it a good bet to invest there?
Technically no sector in Islamabad is dead unless the developer ran away or is illegal society.Dead never become alive again.However, PK1 mentioned on other post that I-15 CDA sector is dead sector and the only reason might be is not developed yet.
But after development I-15 can become functional.
E-12 can also be called as dead investment.
Although park enclave is not a sector but since it’s cda I’d call it a dead sector.
Dead Sectors have no criteria, in this market, the sectors which is not attracting any more investors, genuine buyers is considered a dead sector,
E-16 Roshan Pakistan is a dead sector. This is what makes a dead sector and why its dead sector… No development, most of land not acquired, no NOCs in place, bad repute etc…
What about I-12 and I-13, I think they also fulfill the criteria…
