LDA to launch two new housing societies

The lahore development author-ity is set to launch two mega housing schemes — the lda city and river view scheme — in the provincial capital as authorities concerned have sought expertise from local and international firms for land acquisition and consultancy services, it is learnt on sunday.

The LDA has already allocated rs500 million for launching the lda city in its annual budget for the fiscal year 2013-14 while allocation of funds for the river view scheme is likely to be finalized shortly, official sources say.

They say the scheme-1 (lda city) will be the largest residential scheme of the city after johar town which will be developed on ferozepur road, starting from butcherkhana distributary.

“initially, we had planned to launch the scheme at around 45,000 kanals of land, but we have to reduce it to 40,000 kanal due to the lahore ring road,” a senior lda official told dawn.

He said the land would be acquired on the pattern of defence housing authority (dha) by giving 25 per cent developed land/plots against the total land surrendered to it by landowners.

However, the lda would give 31 per cent developed land of the total acquired undeveloped land to owners, adding the decision was taken to attract maximum landowners.

When asked how the lda would ensure timely acquisition of land for such a huge project, the official said: “since acquiring land is a very hectic job, we have hired the services of experienced development partners who can accomplish the task in a professional manner. And we hope we will get this job done on time,” he said

About the river front view (scheme-2), the official termed the project a unique as it would be launched near the ravi river (shahdara), he said.

The official said the lda had sought consultancy services from international firms of good repute having experience of launching schemes near rivers or beaches in developed countries.

“we have given ads in the international print media such as the wall street journal. We have fixed a deadline of september 10 for the submission of expression of interest from such firms. And we hope to be able to finalize appointment of consultants for this project by the end of october this year,” the official said.

Regarding the development work at the lda avenue-1 scheme (raiwind road), he said he had asked the officers concerned to give possession to allottees in those blocks where the development work had already been completed.

He said the lda administration was in search of such a person for the post of chief metropolitan planner who could handle issues related to private housing schemes in the city.

Another lda official said the main objective of launching this mega project was to facilitate those living near ravi river in shahdara.

About time! LDA had not launched any new project in such a long time.

Yeah very much so. It will ease the pressure on southern and eastern side of the city.

I think this river view scheme might have a joint venture or something with Chinese, I recall some news about it.

The Government of the Punjab plans to develop the Ravi Riverfront. The proposed project entails high quality residential, institutional, commercial and recreational zones on the western margin of Lahore, Pakistan’s second largest city.

The project area contains approximately 50,000 hectares of land along a 36 km long stretch on either side of the river Ravi.

Reputable international firms (single firm / consortium / joint ventures), with the requisite technical expertise and experience, are invited to submit EOIs for undertaking project preparatory work.

Broadly, the studies would include hydraulic studies for river training works with options for additional inflows, wastewater treatment plants (for Lahore city’s sewage), master planning & urban infrastructure. Additionally, inputs will be required to develop various project financing options like PPP, Land Value Capture, Land pooling, cost sharing, etc.

The overall scope of the project includes, but is not limited to the following: ï‚· Pre-Feasibility Study ï‚· Feasibility Study (inc. Environmental Studies, Institutional Design & Financial Model) ï‚· Master Planning ï‚· Detailed Design ï‚· Development of Bid Documents, Bill of Quantities (BoQs), RFPs, Bid Evaluations for public sector infrastructure.

The scope of work and the eligibility criteria are available on the Urban Unit website at www.urbanunit.gov.pk.

Complete RFP for the assignment will be shared with the shortlisted firms. The EOIs, containing all information as per the scope of work document, should be received by post, latest by 25th of August, 2013 5:00 pm PST

Whoa whoaaa am pleasantly surprised while digging in the info on project. Its amazing.

The high level scope depicts it as a gigantic project on either side of Ravi River. The zone 1 will be on northern side near Shahdara and Zone 2 near the assumed location of DHA City Lahore.

And must say, looking at the docs, the guys seem serious about the job.

This DHA city is looking like a bogus project. There is no signs of any Development.

LDA has already disclosed the plan of LDA city near Kahna to its close property dealers and investers. Many people already bought land in that area including one of my friend as well. Once society is announcd then tbese investors would be the benefited most as their land would be included in LDA City project.

Yeah thats how the insiders earn and sometimes ruin the projects..

Hi, saw an ad in today's paper. LDA is launching some project on the southern end of ferozpur road near Gajju matah. The ad however is from some property dealer and not LDA.

Anyone got some details on that please?
