I am interested in buying 8 marla house in DHA valley for family residence, what is the development status of valley and possession issue? Is it allowed to make changes in the house like I want to add a room on first floor or other changes, is it allowed? Kindly advice me thanks in advance

As far as the general construction laws for DHA Lahore go, you have to acquire a completion certificate for your house where you put up your property for thorough inspection.
It could be the same for DHA Valley as well but I am not sure. It's a long process and can take months. Once you get this completion certificate, you are free to do whatever you please with your property - add a room or two if you like.
