Zahid sb, Gandhara City in Islamabad has offered commercial plots on installments few days back... You can check the details.
Mumtaz City also have commercial plots on installments.

Both of these societies are located very near to new islamabad airport.... Development standard is good and speed is also very good.... You can visit of them and then decide.
