Only go for on ground realities, don't get caught in the dreams of dealers. C Block can get an access from kashmir highway but not in near future. There are many villages in between. NHA approval, CDA and other govt department approval and fundings is involved. So it will take at-least 3-5 years or more than that.
Even simple roads like margalla avenue are hanging for about a decade now. Ring road is a 30 years old plan. Airport planning was started in 70s and it get operational after more than 40 years.
In same C Block budget you can get a better possession plot in some other area like B-17.
