My friends suggest me to invest in H-13 rather than to invest in WAPDA Town Isb.
Please can someone help and suggest me with sincere advice.

I think there can be many other better options than both of these. Kindly mention your requirement and budget so that people can advise you for something better.
As far H-13 is not acquired by CDA and no chance in future so there could be a problem regarding civic facilities, if you are thinking of building house there. Infra structure is quite discouraging.
I won’t recommend that, you have many more options.
Consider DHA valley, Bahria Phase 8, G-13 and B-17.
