Tough question. DHA is out of your budget and all the rest offers crappy standards of living. Naval is reasonable but it sits away from the highway. Gulberg Residencia has possession issues and also sits away from the highway.
If I was in your position, I would consider Phase-8 which offers much better living standards with good future potential.

Your only option with a decent living and on main expressway is Jinnah Garden.
You can get a good 30x60 in 4 million range.
