Which sub-sector (1,2,3,4) is considered better for 30x60 or 35x70 plot?

Because it closet to main Islamabad. Puls it has near by shops/markets.
G-13/4 because near to Kashmir Highway, rates of plots and houses are better than other sub sectors, but i suggest G-13/1 approach wise plus once built complete everything is going to be the same benefit is you will get cheaper plot in 1 as compared to 4.
