With full basement 1 Kanal house construction cost would be 17-18 million Rs. Minimum
It can be for grey structure Rs.1500/sq ft in average.
Finishes can be done once specs can be confirmed.

I will suggest you to make just a hall in basement, full basement need lot of management . And your construction wont be more than 7500 sq ft ,as in isloo u have to give open sace from all sides . 7500*2200 max
Nothing to do with construction cost in dha ph 2 or dha lahore or dha karachi just labor charges are different in lahore in 2012 it was 170 to 200 isbd 200 to 230 and now in lahore 200 to 230 and isbd 240 to 280 per sq ft . Cement , bricks ,wires,wood , sand, rcc lainter not much of difference .
Use a class bricks , not cemented blocks and beware i almost saw all constructor use 2nd class brick and save rs 2 per brick usually 2.8 lacs from brick , go for good sand like chenab i saw famous constructor who compromise on it so make sure u should provide a class material yourself , else beside of services they will loot you almost 20 lac from material and 20 lac from for services so save 20 lac by providing material on your own , in case u dnt have time be ready to swallow it at least u will see smiling constructor :)) cheers
