Development of E-12

When do you expect that CDA shall start development of Sector E-12

People are expecting from CDA but alas they are not delivering I-11, E-12, G-12 and many other areas are example of it. According to predictions there is a possibility that CDA will start development with in one year lets hope for the best

I am not sure but isn't it every year that CDA gives a little hope for E12 but practically don't do a thing?

so one small article in the news and all the investors cross their fingers with lotta anticipation??

By the way how long does it usually take to develop a sector after the ground breaking? So even if they start next yr, the posession would be in 5 yrs?

It depends on working and funds normally when they start work in any sector 3 years are required to complete the work but sometimes 5 or 7 years due to lack of funds and some other resons.

Some people got possession early like from where they will start those people will get possession with in 6 months.

According to predictions there is a possibility that CDA will start development with in one year if government never bother them.

This is a recent news published in The News Paper and there is no hint on e-12. I am not sure how much is it relevant but doesn't seem to be very hopeful.

ISLAMABAD - After the approval of Capital Development Authority (Amendment) Bill, 2011, which provides legitimacy to joint ventures in terms of development of city through public-private partnership by the Prime Minister, the city managers have pinned high hopes on development of stalled sectors.

Prime Minister Yousuf Raza Gilani on Saturday (February 3) accorded approval to the amendment bill that was earlier approved by CDA Board in September 2011 in the backdrop of a joint venture undertaken by CDA with a cooperative housing society to develop sector northern strip of Sector E-11 and was struck down by the apex court.

Following the Prime Minister's approval the amendment bill now needs final approval of the federal cabinet, which would be accorded in upcoming meeting of the cabinet, said Chairman CDA Engineer Farkhand Iqbal, while talking to The Nation.

CDA Ordinance 1960 does not provide holding of joint ventures with the private partners, however, CDA officials claim it is the only way to give boost to the infrastructure as well as housing sector development in the city. "Development by holding joint ventures with private developers/partners is the proven model across the world. But unfortunately, five decades ago when CDA Ordinance was prepared it was not made part of the rules," Farkhand said.

"Apex court had struck E-11 joint venture on the basis of this lacuna in CDA Ordinance. But now there would be no hurdle in the authority's way to develop stalled sectors," he added.

Farkhand Iqbal said on one part the amendment would close the door of corruption while on other it would reduce the miseries of long-neglected affected peoples of several stalled sectors. "At first I would go to find partners to develop sectors G-12 and F-12," Farkhand informed about CDA's future strategy.

The amendment also provides for land sharing formula with the affectees of various stalled sectors, where earlier it was optional for some sectors and compulsory for some other stalled sectors.

Joint venture with private partners is the only way forward to develop a sector.

Islamabad: On the direction of the government, a comprehensive strategy would be formulated to resolve the chronic problems of the affectees and to remove the hurdles for getting the possession of land in different areas of Islamabad so as to expedite the development process in the stalled sectors and opening up the new sectors in wake of ever increasing shortage of residential units and commercial areas in the city.

In a meeting with the affectees of the Islamabad to delebrate on development of the stalled sectors, the Chairman Prime Minister's Task Force on Islamabad, Faisal Sakhi Butt said that government would not only ensure the payment of the outstanding amounts of the affectees on account land acquisition but also would pave the way for early payment and compensation on account of built-up property in all the sectors acquired by the Capital Development Authority (CDA) from time to time to redeem the possession of acquired land. Chairman CDA, Engineer Farkhand Iqbal, Member Estate, CDA, Khalid Mahmud Mirza, Director General Planning, Ghulam Sarwar Sandhu, Director Land, Captain (Retd.) Fareed-ud-Din attended the meeting, which was organized with the efforts of the member of the task force on Islamabad, Asad Mumtaz Khan, political and social activitist, Rizwan Sadiq, Chaudhry Jehangir and Syed Qamar Hussain Shah.

Faisal Sakhi Butt said that the development of the stalled sectors is a chronic issue which has multi-dimensional implications not only for the future development of the city but is also causing serious problems for CDA as an organization mandated the task of city development. He said that the stalled development of the sectors and inability of the authority to open new sectors has created the backlog of housing units in the city and also multiplied the property rates manifold causing problems for the people. The rehabilitation of the affectees is the responsibility of the government so as they can join hands with CDA to reinforce the efforts of the development of Islamabad in an effective and efficient manner. Chairman Prime Minister's Task Force directed the concerned officers and formations of the Authority to evolve a workable mechanism and strategize the issue pertaining to the development of the stalled sectors and the problems confronted by the affectees. He directed them to chalk out a comprehensive programme of visits to these stalled sectors for amicably resolving the issues of the affectees.

He said that Prime Minister of Pakistan takes keen interest in the development of the Federal Capital and has directed the task force to include the issue of development in the stalled sectors on the priority of its agenda. He said that task force would also support the Authority for opening up the new sectors.

Chairman CDA, Engineer Farkhand Iqbal said that CDA would resolve all the issues with the affectees amicably and is committed to the progress of the city and expediting development activities in the Federal Capital. He directed the concerned formations of the Authority to resolve the issues on priority and initiate the development process in the stalled sectors at the earliest.

Speaking on the occasion the representatives of the affectees from different areas of the city assured their full cooperation to CDA for tackling the old issues of stalled sector development. They said that they would reinforce the efforts of the Authority for development of the Federal Capital on modern lines.

There is a big finical crises in CDA. Even in last year few times there electricity has been disconnected by power authorities due to pending bills. In these circumstances I don't think so they can do any developing work in E-12 or any other sector on a high level.

Lets hope for the best.

I think the same syed. And on top of that they have this Park Enclave in their priority list. coz if they dont get this one right, Cda will completely lose its reputation. I guess park enclave would be their priority in near future.

Park Enclave should be there priority as they are competing there against private organization. In fact CDA is full of deputed officers most of them are there due to commission structure and for there own plots in Islamabad. CDA can get a big revenue but for that they have to change there management they need persons like Kamran Lashari.
