Is the sale of property by a non-resident pakistani subject to withholding taxes

Yes, you'll have to pay withholding/CGT tax on bying/selling property and even vehicle purchases.

Government didn't provide any protection for overseas Pakistanis. Only answer I ever got was "go file taxes" which is beyond understanding on how & why a non-resident would file taxes in Pakistan.

Honestly, this property tax regime is crazy to the core, along with tax on all banking transactions above 50K which is like jagga-tax.

Yes I agree that there is no protection to overseas Pakistanis and you are applicable to all kinds of taxes.

As far as the WHTax goes, my understanding is that there is no exemption.

If you remit money to Pakistan, into your own account (self or joint), then it counts as your Tax free income in Pakistan and you enjoy the benefits of Tax filer. You can ask your bank manager to provide you with a PRC (proceed realization certificate). It comes directly from state bank and is considered a proof of your Tax free income in Pakistan.
