CDA cautions about the development of illegal structures in Zone-1, Islamabad

Recently, the Capital Development Authority (CDA) issued a cautionary notice that some builders, property sellers, and developers had been exploiting the public and promoting properties in the Zone-1 area of the Islamabad Capital Territory. It does not surprise me that the land mafia and other illegal profiteers are using the COVID-19 crisis as an umbrella to carry out their nefarious activities while the government is preoccupied with tackling the health challenges posed by the spread of the pandemic.

As per the ICT regulations, the CDA stated that selling/purchasing of property, construction of houses, and any changes to the land would not be permitted unless the land had been acquired legally and developed according to the Land Use Pattern of the Islamabad Master Plan.

The CDA further cautioned the public to check for official no-objection-certificates issued by the authority before deciding to purchase any land in Zone-1, and to pursue all due legal procedures in order to ensure that they were not being scammed.

Unfortunate reality remains:

Fact is Biggest Moron of a Mafia is CDA itself that has an 'A' in it referring to 'Authority' but it whines like a Disney A** character on all such occasions!

I know a few people who are still awaiting their transfer letters from CDA since Nov 2019! All processing done but the files resting on tables for some nazraana to be handed over these morons.

If CDA put in half the efforts it puts into such spineless notification in the name of 'Public Awareness' no Mafia can even park a car on CDA territory without permission. Once one is complicit it will keep its eyes closed when over a decade to CDA alleged illegal 'Ghouri Town', 'Bahria Enclave' and much more. Just see case of Safa Gold Mall. CDA babus wait for the right time to extort right bargain at the right time from proclaimed Illegal Societies and such notifications are just bargaining chips to get best deal.

In such money making, only one end suffers that is common person and end buyer. Unfortunately, the system in which we survive, common man suffering results in making some good fortune by a few other...

Imtiaz Sahib, I totally second your opinion regarding CDA. Even the Islamabad High Court (IHC) has questioned the civic agency about its purported action against illegal housing societies. The IHC bench further questioned as to whether the Pakistan Navy was allowed to operate housing societies under the constitution or not.

The IHC noticed the conflict of interest and even acknowledged that CDA was helpless in the matter. It also asked as to why the CDA was so swift in taking action against the unprivileged but could not put its hand on the powerful. The bench maintained that state institutions were operating illegal societies.

Moreover, there was a report about some illegal storage spot in sector G-8/1 published in the news. And the writer had raised a similar concern: that illegal activity is going on under the nose of CDA but the authority is good at kicking away fruit carts and attacking the slums only.

I am not saying that CDA is powerless but the system is flawed and it looks like everybody is running away with whatever capital they can lay their hands on. And unfortunately, CDA officials are also busy doing the same.
