Whats the procedure of buying a dha lahore plot file?
Is dha plot file including the development charges or not? If not, how much i need to think for residential plot of size 5, 10, 20

In case, if owner is overseas pakistani, is there any thing that he need to consider before to buy the file?
No development charges will be announce after balloting , one have to pay charges in installment for 5 marla it wont be more than 4 lac . So , have a go at it , regarding other part some expert who deals with foreign investors can tell , fawad of lahore real estate trust able that i know.
