Phase 9 Prism is a different beast. You can compare it only with itself. Being on ring road and surrounded by and well-connected with Ph 5, 6, 7 and 10, Prism enjoys a unique central location. Some new road expansion will also connect it to Ferozpur road, thus breaking the old "land-lock" bearer of DHA.
IVY Green is far and isolated. Not sure about its features, but its location is not the best one at the moment.
Phase 9 prism is hot now and it will be hottest in 3-4 years. Grab something if you can, but study the map well and pick a location that is on main arteries.
