I have a plot in bahria town rawalpindi phase 8. I want to transfer my plot on to my mother.

Can anyone please tell me if i need to be present in pakistan in order to do this?
Is it possible not to be present there if i can give letter of authority to someone?

Yes you have to be present .My understanding is that you can buy without being in person but you can not sell unless you are present
One way of doing this is:
Produce "a stamped power of attorney" by Pak embassy and send to Pakistan.
I have done it also in phase-8 through my property dealer while being outside Pakistan but years before.
I think it still works.
