I found a house in sector d-12.
Its prize is about 30 lac less than the average in d-12.
I am doubtful about its genuineness.
What points/steps should i consider to valuate it properly?
This house price may 30 million in D12 not 30 lakh

If you are interested in buying, then do some research on ground. Check location, and talk to 3 or 4 different dealers. There might be some reason for this price drop.
But it also depends upon the total value of the house, for a 4 or 5 marla house 30 lac is significant, but for a 10, 12 m or kanal house this would be nothing.
So there might be someone selling in a rush for a need.
Points to consider:
1. Any dispute or court case. Is transfree the actual owner. Inheritance. Etc.
2. Any graveyard nearby (there are many}
3. Construction standard
Get a copy of the transfer letter and get it verified from CDA or FGEHS whatever applicable.
